Auf einem Sockel, der aus den Resten eines ehemaligen Molenturms besteht, erhebt sich eine 9 m hohe, 18 Tonnen schwere, aus Beton gegossene Figur einer nur sehr spärlich bekleideten Frau mit einer Narrenkappe auf dem Kopf. Auf ihren ausgebreiteten Armen trägt sie zwei nackte Männerfiguren. In der einen Hand sitzt, mit übereinander geschlagenen Beinen, eine Figur mit Papsttiara, in der anderen Hand, mit gespreizten Beinen, eine Figur mit Kaiserkrone, die einen Reichsapfel in der Hand hält. Die Frauenfigur steht auf einem Rundtisch, der sich in vier Minuten einmal um die eigene Achse dreht.
